PM Vishwakarma Yojana 2026: Complete Guide — Eligibility, ₹3 Lakh Loan & How to Apply

A carpenter I spoke to in Mysuru had been buying tools on credit at 24% interest for years. He qualified for PM Vishwakarma — a ₹15,000 toolkit grant and a ₹1 lakh loan at 5% — but nobody in his area had told him it existed. He found out through a WhatsApp forward eighteen months after the scheme launched.

PM Vishwakarma covers 18 traditional trades — carpenters, blacksmiths, potters, weavers, cobblers and more. If you or someone you know works with their hands for a living, this guide explains exactly what's available and how to apply.

What is PM Vishwakarma Yojana?

PM Vishwakarma Yojana (officially: PM Vishwakarma Kaushal Samman Yojana — PM VIKAS) is a 100% centrally sponsored scheme announced in the Union Budget 2023-24. It targets artisans and craftspeople working with their hands and traditional tools in 18 identified trades.

The scheme recognises that millions of skilled craftsmen across India — who have inherited their trade over generations — lack access to formal credit, modern tools, and wider markets. PM Vishwakarma aims to fix all three problems simultaneously: it formally recognises the artisan with a government ID, upgrades their skills, puts better tools in their hands, and gives them affordable capital to grow their micro-enterprise.

The scheme is implemented jointly by the Ministry of MSME and the Ministry of Skill Development and Entrepreneurship, in partnership with state governments. The target is to benefit 30 lakh (3 million) artisan families across India between 2023 and 2028.

Who Qualifies? 18 Eligible Trades

You are eligible if you work in one of the following 18 traditional trades, are at least 18 years old, and have NOT taken a loan under any similar government credit scheme in the past 5 years. Only one member per family can apply.

Carpenter (Suthar / Badhai)
Potter (Kumhar)
Weaver (Bunkar)
Mason (Raj Mistri)
Boat Maker (Naav Nirman)

Benefits Breakdown — Everything You Get

🪪
PM Vishwakarma Certificate & ID Card
Artisans receive an official government-issued PM Vishwakarma certificate and a unique ID card. This serves as formal recognition of your traditional craft and acts as proof of identity for all scheme benefits.
🎓
Skill Training with Daily Stipend
Basic training: 5 days at your local skill centre, covering tool usage, quality improvement, and market awareness. Advanced training: 15 additional days for deeper skill development. Stipend of ₹500 per day is paid directly into your bank account during training.
🧰
Toolkit Grant — ₹15,000
A one-time grant of ₹15,000 to purchase modern, better-quality tools relevant to your trade. The amount is transferred via e-voucher to your account after basic training. No repayment required — this is a grant, not a loan.
🏦
Collateral-Free Loan at 5% Interest
1st tranche: ₹1,00,000 (₹1 lakh) loan at 5% concessional interest per annum — collateral-free and without guarantor. 2nd tranche: ₹2,00,000 (₹2 lakh) additional loan after satisfactory repayment of the first. The government bears the difference between actual bank interest rate and 5%, so you only pay 5%.
📲
Digital Payment Incentive
₹1 per digital transaction (UPI, RuPay card, etc.) credited to your account, up to 100 transactions per month (maximum ₹100/month). This incentivises artisans to shift to cashless business transactions and builds a financial record.
🌐
Market Linkage Support
Artisans are connected to e-commerce platforms including Government e-Marketplace (GeM), handicraft portals, and trade fairs. This helps craftsmen reach national buyers beyond their local market.

Frequently Asked Questions

A: PM Vishwakarma Yojana was launched by Prime Minister Narendra Modi on September 17, 2023 — on Vishwakarma Jayanti. The scheme is jointly implemented by the Ministry of Micro, Small and Medium Enterprises (MSME) and the Ministry of Skill Development and Entrepreneurship. The total outlay is ₹13,000 crore over 5 years (FY2024 to FY2028).
Q: What is the age limit to apply for PM Vishwakarma Yojana?
A: The applicant must be at least 18 years old at the time of registration. There is no upper age limit specified. The applicant must be engaged in the traditional trade mentioned in the scheme's list of 18 trades.
Q: Can a woman artisan apply for PM Vishwakarma Yojana?
A: Yes. Women artisans working in any of the 18 eligible traditional trades are fully eligible to apply. The scheme encourages participation from women craftswomen. Only one member per family can be registered under the scheme.
Q: Is it mandatory to complete skill training to get the ₹15,000 toolkit grant?
A: Yes. The ₹15,000 toolkit grant is disbursed only after successful completion of the basic 5-day skill training. The grant is provided as an e-voucher that can be used to purchase approved tools. You cannot receive the grant before training.
Q: What is the interest rate on the PM Vishwakarma loan and who bears the remaining interest?
A: The artisan pays only 5% interest per annum. The actual interest rate charged by the bank may be higher (typically 8-12%). The difference (called the interest subvention) is borne by the central government and directly paid to the bank. No collateral or guarantor is required for either tranche.
Q: Can someone from a non-SC/ST/OBC category apply?
A: Yes. PM Vishwakarma Yojana is NOT caste-restricted. Any artisan or craftsman practicing one of the 18 traditional trades can apply regardless of their caste category — General, OBC, SC, or ST. The scheme is based on occupation, not caste.

A: Your application is awaiting verification from your Gram Panchayat or Urban Local Body. Visit your local Gram Panchayat office or Ward Office and follow up in person. Carry your Aadhaar card and your application reference number. The verification step can take 1-4 weeks depending on local office workload.
