๐What is a Domicile Certificate and Why Do You Need It?
A domicile certificate is an official government document certifying that a person has continuously resided in a particular state for the minimum number of years required by that state. It is also called a Residence Certificate in Andhra Pradesh and Telangana, or a Nativity Certificate in Tamil Nadu and Kerala. The purpose is the same across all states: to establish legal residency.
The minimum residency requirement varies considerably โ Karnataka requires 10 years, Maharashtra and Punjab require 15 years, while Uttar Pradesh, Bihar, and Chhattisgarh require only 3 years. The certificate is issued by the Tehsildar, Sub-Divisional Magistrate (SDM), or District Collector's office.
A domicile certificate is required to claim the state quota in college admissions (including NEET and JEE counselling), apply for state government jobs where domicile is a prerequisite, access state-specific scholarship programmes, avail subsidised housing schemes restricted to state residents, and produce as proof of bonafide residency in legal or administrative proceedings.
Unlike an income certificate which is renewed annually, a domicile certificate is generally valid for life. However, some institutions ask for a certificate issued within the last 1โ3 years โ check the specific requirement before applying.
