📋 Overview

The Municipal Corporation or Municipality is responsible for core civic services in urban areas — roads, drainage, garbage, building approvals, streetlights, and local welfare schemes. Under the RTI Act 2005, every Indian citizen can ask for information about how these services are managed, how public funds are spent, and what action has been taken on complaints. Filing an RTI is free (₹10 fee), does not require any legal knowledge, and the government must respond within 30 days. ⚠️Common Problems & Solutions

PIO address is not listed on the municipal website
Call the main municipal helpline and ask for the 'RTI nodal officer' or 'Public Information Officer' contact. You can also address your application to 'The Municipal Commissioner' and request it to be forwarded to the PIO as per Section 6(3) of the RTI Act.
RTI reply says 'information not available' or 'not maintained'
File a First Appeal within 30 days. In your appeal state that under the RTI Act, public authorities are required to maintain records proactively. Ask the Appellate Authority to direct the PIO to conduct a proper search and furnish the information.
No reply received even after 30 days
Deemed refusal applies — no reply within 30 days is treated as a refusal. File a First Appeal immediately with the Appellate Authority (usually the Municipal Commissioner or Additional Commissioner). Attach the Speed Post receipt as proof of filing.
Reply is vague or incomplete
File a First Appeal citing that the reply does not address the specific questions asked. You can also file a complaint with the State Information Commission for incomplete or misleading information.
PIO demands more than ₹10 application fee
The prescribed RTI application fee is only ₹10. Any demand beyond this (except actual document copy charges of ₹2/page) is illegal. Refuse to pay extra and report it to the State Information Commission.
