📋 Overview

Government schools in India are funded by public money — central and state grants, mid-day meal schemes, Samagra Shiksha funds, and State Education Department budgets. Yet issues like teacher absenteeism, misuse of mid-day meal funds, crumbling infrastructure, and non-payment of scholarships are common. The RTI Act 2005 gives every citizen — including parents, students, and journalists — the right to seek information from government schools and the education department. The nodal Public Information Officer (PIO) for government school RTIs is typically the Block Education Officer (BEO) or the District Education Officer (DEO) of your district. Templates below cover: teacher attendance & transfers, mid-day meal expenditure, Samagra Shiksha fund utilisation, school building/infrastructure, and fee collection in aided schools.

⚠️Common Problems & Solutions

School says it is a private aided school and not covered under RTI
Private aided schools that receive substantial government funding (grants, land, teacher salaries) are covered under RTI as 'public authorities' per the Supreme Court's ruling. File the RTI with the Education Department, not the school directly.
PIO refuses to provide mid-day meal expenditure records
Mid-day meal (PM POSHAN) is funded by the Central and State government. All expenditure records are public. File a First Appeal citing that these are public funds and refusal violates Section 7(1) of the RTI Act. Also file a complaint with the PM POSHAN portal.
Information provided is vague — just says 'teachers are regular'
In your RTI, specifically ask for certified copies of attendance registers for the period in question. A general assertion is not 'information' under the RTI Act. File a First Appeal asking for copies of actual registers.
Reply says school records are with the Head Master — file with HM
The DEO/BEO PIO is responsible for forwarding your RTI to the correct officer. Under Section 6(3), they must forward within 5 days and inform you. If not done, this itself is a violation — cite it in your First Appeal.

Frequently Asked Questions

Q.Can I ask for a government school teacher's attendance records?

Yes. Teacher attendance registers are public records maintained by the school. You can ask for attendance registers for any period. The information must be provided within 30 days. Persistent teacher absenteeism found through RTI can be the basis of a formal complaint to the DEO.

Q.How do I find the UDISE code of my school?

Visit udiseplus.gov.in and search by district and school name. The UDISE code uniquely identifies each school. Including it in your RTI helps the PIO locate records faster.

Q.Can an RTI be filed in a regional/vernacular language?

Yes. Section 6(1) of the RTI Act allows you to write your RTI in Hindi or the official language of the area where the public authority is located. The reply will also come in the same language.

Q.Can I ask for the syllabus and exam papers of a government school?

Yes. Curriculum details, exam schedules, and question papers (past exams) are all public information. Answer sheets of your own child can also be obtained — private third-party information is protected but your own information is fully accessible.

Q.What if the school building has been under construction for years and funds are missing?

File an RTI asking for: total funds sanctioned and released, contractor details, work completion status, inspection reports, and bills cleared. Attach RTI to a complaint to the State Vigilance Commission if misappropriation is suspected based on the response.
